“that the executive will, on the 1st day of january aforesaid, by procation, designate the states and parts of states, if any, which the people thereof, respectively, shall then be rebellion agast the united states; and the fact that any state or the people thereof shall on that day be good faith represented the ngress of the united states by bers chosen thereto at elections where a ajority of the qualified voters of such states shall have participated shall, the absence of strong untervailg testiony, be deed nclive evidence that such state and the people thereof are not then rebellion agast the united states”
now, therefore, i, abraha lln, president of the united states, by virtue of the power vested as ander??chief of the ary and navy of the united states ti of actual ard rebellion agast the authority and governnt of the united states, and as a fit and necessary war asure for supressg said rebellion, do, on this 1st day of january, ad 1863, and aordance with y purpose so to do, publicly procid for the full period of one hundred days fro the day first above ntioned, order and designate as the states and parts of states where the people thereof, respectively, are this day rebellion agast the united states the follog, to wit:
